The Haitian revolution, which destroyed that country’s sugar industry, broke out when Arango was in Madrid. Realizing the opportunity this offered for Cuba, he successfully lobbied the Spanish government to do away with many trade barriers, end all restrictions on the African slave trade and permit the unlimited importation of slaves.
